In many regions, they do not dare to violate the president's moratorium on the indexation of salaries of civil servants; accordingly, no funds are provided for this item in the regional budgets for 2017.

However, one must understand that indexing salaries, that is, increasing them to all employees of state institutions by the same coefficient, is not the same as raising the level of remuneration of certain categories or even individual civil servants.

Speaking about the increase in wages for cultural workers of the federal department in 2018, judging by information from official sources, it will be insignificant.

According to expert estimates, the backlog of wages in the public sector will continue until the start, and according to some pessimistic sentiments, until mid-2018. Such conclusions can be drawn from the situation of the current year, in the budget for which separate funds are not only not allocated to raise salaries for cultural workers, but also in this segment, budget expenditures have been cut by 94 billion rubles. The current indexation of wages is guaranteed to remain, but its level will not exceed 6%, which, against the backdrop of rising prices in the range of 12-17%, is a “drop in the ocean”.

Downsizing and Upgrading Issues

Among those working in this area, there are questions about whether the increase in wages for cultural workers in 2018 was canceled. In the department itself, they respond negatively to this, repeating that there will be an increase, even at an inflationary level. The next discussion point is about abbreviations. Opinions are often voiced that the cultural sphere, the organization of its work, in particular, and the direction of development, require reform. As Svetlana Tsyganova, chairman of the Russian Trade Union of Cultural Workers, explained to RG, for nine months the salary of workers in cultural institutions on average in the country reached 29.1 thousand rubles - this is 86.3 percent of the average for the economy. If you look at the forms of ownership of such institutions, then in the federal state it amounted to 53.4 thousand rubles, or 157.9 percent of the average (and here, one can say, the plan has already been overfulfilled). But in the municipalities - 22.5 thousand, or 66.5 percent of the average salary in the regions - a clear lag. "The main source of financial support for increasing salaries for cultural workers in municipalities continues to be the optimization of networks of institutions, the number of employees or the transfer of employees to part-time employment," Svetlana Tsyganova stated.

Salary of state employees in 2019

The indexation of public sector salaries is part of Vladimir Putin's 2012 election program. The main document is Presidential Decree No. 597, sometimes called “Order 597 of the President: Roadmap 01/01/2018”. Then, in May, immediately after taking office, the head of state issued 11 decrees that dealt with raising the salaries of civil servants and other state employees. Then the President promised to raise salaries by 2019, primarily for teachers and doctors.

Salaries are increased primarily for those state employees who are subject to the Decrees of the President:

Salary increases are phased in. Finally:

  • from university professors and doctors (health workers with higher education) the salary level should be at least 200% of the average salary in the region;
  • middle and junior medical staff and social workers the level of salary should not be lower than the average salary in the region.

Unfortunately, not all categories of state employees fell under the "May decrees". It is obvious that there are quite a lot of those who have not been raised salaries. Therefore, officials promised not to bypass them and also to index their salaries. Thus, in accordance with the draft law "On the federal budget for 2019 and for the planning period of 2020 and 2021", it is planned to increase the salaries of state employees (see the table below for indexation rates).

Increasing the salaries of state employees from 01/01/2019

Thus, the road map of the Sverdlovsk region to increase wages in 2019 stated that the level of the average salary of social workers should be at least 100 percent of the average monthly salaries in the Sverdlovsk region. And in 2019, the Government allocated an additional 2.9 billion rubles from the federal treasury to increase the salaries of state employees in the Krasnoyarsk Territory, so that regional allowances and the northern coefficient could be taken into account.

At the end of the year, regional authorities traditionally prepare appropriate decisions regarding salary increases for the next year. For example, in the Lipetsk region, deputies decided to increase the salaries of state employees who are not subject to May decrees by 10% in 2019.
