Previously, a social stipend was assigned to all students who theoretically have the right to receive assistance from the state. The presence of this uncertainty in the law allowed many students, due to the low level of income during their studies, to enroll themselves in the ranks of low-income citizens and apply for the appointment of social benefits.

But, in 2018, it was decided to make some clarifications, namely, the design of the scholarship allowance is now available only to those students, which can confirm the fact of receiving state social assistance. The assignment of the scholarship is made from the date of submission to the educational institution of documents and lasts 1 year from the date of commencement of payments.

  6. Each university has the right, at its discretion, to increase the amount of social assistance for students. But, at the same time, such costs will not be covered by budget funds.
  7. When calculating social benefits for residents of the Far North or other regions with difficult climatic conditions, a multiplying coefficient should be applied.
  8. Currently, students receiving higher education can count on a "minimum wage" of 2,010 rubles, and for students receiving secondary vocational education, this value is fixed at 730 rubles.
  9. Students of 1-2 courses who receive high marks during the sessions can count on an increased social. assistance, the amount of which will vary in the range of 6,000 rubles. up to 13,000 rubles.

In Russia, a full-time student is a certain status that in many cases makes it possible to equate a student at a university until he reaches the age of 23 with minor citizens. This indicates the recognition of full-time students as more socially vulnerable strata of society. But there are special categories of students who need constant support measures of a financial nature due to the extreme degree of need, a state social stipend is established for them.

This is an allowance provided for by the Federal Law "On Education" dated December 29, 2012 No. 273-FZ, which is paid to special categories of students receiving education on a budgetary basis. A student applying for a scholarship and a college student who is entitled to financial assistance from the budget must be paid, as a rule, in the form of a monthly payment to a special bank account.

The scholarship, which is in the nature of social support, does not replace an academic scholarship; its payment does not in any way affect the remuneration due for good performance.

Who is eligible to receive

The list of persons entitled to receive social financial assistance is determined at the federal level. Despite the limited list, the normative act gives educational institutions some freedom in this matter. The management has the right to decide on additional measures to support those in need at the expense of funds from extrabudgetary fund institutions. These can be:

  • Expanding the circle of fellows by including additional groups of people in need (for example, members of large families, young parents);
  • An increase in the monthly payment established at the federal level.


The following categories are established by law:

  1. Orphans, as well as children left without guardians, including those whose both parents died during the period of study or who raised the only parent;
  2. Children with disabilities from childhood, as well as those who became them with the assignment of the first and second groups of disability, who also received disability due to illness or injury while serving in the army;
  3. War veterans ( more in the law "On Veterans");
  4. Contract servicemen who have served in the ranks of the armed forces for at least 3 years are equated with the bodies of the Ministry of Internal Affairs, Rosgvardia, civil defense, state security, FSB;
  5. Persons exposed to radiation or injured during man-made disasters;
  6. Low-income citizens.

The social stipend provided for the poor is awarded only upon documentary confirmation by applicants for benefits of their need, namely, the level of income per family member should be less than the subsistence level adopted in each specific region of the country.

  • Children from a large family;
  • Young parents;
  • Children whose parents are recognized as disabled in non-working groups (I and II).

In order to receive monthly social security benefits, the student must prove their status. In accordance with the current legislation, the state social scholarship is granted to persons who have submitted documents to an educational institution - the grounds, for each category of beneficiaries they are different.


The termination of the payment of the scholarship does not depend on the student's progress, since the measure is not stimulating, but materially supportive. If a person has confirmed his right to receive this benefit, the educational institution cannot refuse him. Termination is only possible:

  • upon graduation from an educational institution (including upon expulsion);
  • in the case when the status that affects the receipt is lost (the student ceases to be considered poor, a decision is made to remove the disability).

On the grounds specified in the second paragraph, the recipient of the benefits must notify the dean's office about this, since in case of unjustified receipt of the allowance, the student may be held liable.

Is the social scholarship paid to payers

In addition to the established list of persons applying for a social scholarship, the legislation establishes two mandatory conditions. First, training should be carried out on a budgetary basis. Secondly, the form of study chosen by the student is only daytime.

At the same time, if a student is on academic leave or parental leave until he turns 3, this will not be a legal reason for interrupting the transfer of the social stipend. If the student is asked to write any refusal for the period of absence, it will be illegal.


Students of evening and part-time faculties are deprived of receiving benefits, because they master educational programs without interrupting work.

Paid students are also not provided with this privilege. If the student's tuition is paid for by himself or his parents, then if he becomes an orphan or is recognized as disabled, some universities provide for a transfer to free education. But this becomes possible with high indicators of his academic performance. Also, given the financial difficulties of students, the leadership of the educational institution is accommodating and provides a deferred payment.

Financial assistance amount

The amount of material assistance is established by government acts. The minimum values ​​are set, which depend on the level of the educational institution:

  • 730 rubles - for students in secondary schools;
  • 2010 rubles - for students in state universities.

The size of the social scholarship cannot be assigned less than the indicated indicators. From the educational program: bachelor's, specialty or master's degree he does not depend in any way... The payment is made in one payment per month.

Regulatory acts stipulate that some of the students are guaranteed an increased social stipend. Only students who meet the following conditions are eligible to receive it:

  1. Freshmen and sophomores;
  2. The training is carried out according to the bachelor's and specialty programs;
  3. Have good academic performance, there are no “satisfactory” points in the record book;
  4. Belong to one of the categories of the legislative list of students on benefits considered earlier;
  5. Does not belong to the specified categories, but did not reach 20 years of age at the time of granting the scholarship and the only parent of the student has I group of disability

According to Government Decree No. 679, the amount of the allowance is 6307 rubles. The specified value is an irreducible minimum, institutions have the right to increase it. The order of the Ministry of Education contains a rule according to which: the amount of scholarships, including an increased social one, must be greater than or equal to the subsistence minimum per person in the country as a whole.

This indicator is approved by the Government of the Russian Federation for each quarter of the calendar year. For the appointment of an increased scholarship, an educational institution forms its own scholarship fund, taking into account the 4th quarter of the previous year. The increased amount of cash payments is established at the end of the session.

In case of termination of studies, social stipends, including an increased one, are paid in proportion to the time that the expelled student devoted to study from the first day of the calendar month to the day of expulsion.

Who is in charge of the appointment

State social scholarships are appointed by order of the head of the institution, the rector of the university or the director of a vocational school, college. The administrative act indicates the date from which payments begin. This is the date on which the student submits the necessary documents confirming his eligibility for a social stipend.


A document certifying that a student has been assigned to one of the preferential categories must contain the period for maintaining such status. If we are talking about an indefinite certificate (for example, a veteran's certificate, a certificate of disability, or the absence of a guardian), then the grant of a preferential scholarship occurs before graduation. Since January 1, 2017, the procedure for granting scholarships has changed for low-income citizens. They were obliged not only to confirm the lack of income, but also to receive state aid. For those students who are recipients of state social assistance ( the poor), the scholarship is awarded for exactly 1 year, as well as state social assistance.

The procedure for the appointment of any payments is fixed in the corresponding local act of the educational institution. The decision on the amount of social benefits from the budget to students is made by the Academic Council, taking into account the student's opinion and representatives of the student trade union (when it is established in an educational institution). How to apply for receipt

In order to apply for a social scholarship, you need to worry in advance about the availability of all the necessary documents. In the Department of Social Policy, certificates are prepared from 2 weeks to a month, and the documents on the basis of which social payments are made must be submitted to the dean's office until early October while writing a statement.

The status of an orphan and a person left without care is confirmed by a certificate from the guardianship, veterans provide a certificate, for persons with disabilities, the certificate indicates the validity period of the restrictions.

To go to the district Department of Social Policy, a student needs 2 types of certificates from an institute or college: about receiving a scholarship and about studying at this institution. Based on these papers and a copy of the passport, the applicant will be issued an appropriate certificate for receiving a social scholarship.

Also, the state agency will additionally request the following documentation if the student is poor:

  1. Certificate No. 40, which is taken at the place of residence and reflects the composition of the family living at a specific address;
  2. 2NDFL with data for the previous 3 months for all working family members, as well as other documents certifying the total family income (it also includes pensions, benefits, alimony payments). If a healthy, able-bodied family member has no earnings, he brings a certificate that is registered with the labor exchange;
  3. Copies of passports, birth certificates of younger family members.

The status of a poor citizen is confirmed annually. Social scholarships for other reasons are awarded before graduation.

  • People with disabilities of the first and second groups (adults whose health status was recognized as corresponding to one of the indicated groups);
  • Disabled childhood (people with lifelong incurable diseases).

3. Persons whose health has been undermined by the harmful effects of radiation as a result of any radiation catastrophe.

4. Participants in hostilities and persons injured during the service under the contract
Contractors who have served for 3 or more years:

  • in the army
  • in the troops of the Ministry of Internal Affairs of the Russian Federation, the FSB of the Russian Federation or executive authorities

5. Social scholarship is laid down and poor students. These include:

  • Disabled adults of the third group;
  • Members of large families;
  • Persons from an incomplete family (mother's (father's) family - single);
  • Students whose parents are disabled of the first or second group;

Where to apply and how to apply for a social scholarship

First of all, those applying for this type of material assistance need to contact the social protection (social security department) at the place of residence, registration or temporary registration, where the employees will advise you and give you a list of necessary documents (however, you can find this information on the Internet).

What documents and certificates are needed?

  1. Family Composition Statement(a list of persons registered at the same address with you). This document is issued at the passport office at the place of registration upon presentation of a passport or at the housing and communal service. If the student lives in the private sector, he / she provides an extract from the house book. Refusal to receive a scholarship and suspension of its payment

  1. When providing false information or an incomplete package of documents, the educational institution has the right to refuse to pay the student a social stipend.
  2. A student with academic debt at the time of application will also not receive a social scholarship.
  3. The payment of the allowance stops when the student has academic debt at the end of the session and is resumed when it is liquidated.

The student should be aware that non-payment of the social stipend due to absenteeism if the student is doing well is illegal. If your school does this, its management is breaking the law by exceeding their authority.

How much is the size of the social scholarship

The amount of "social" is formed by each educational institution independently, depending on the scholarship fund. It's no secret that college social scholarships are less than college-level scholarships. Who is eligible for a social scholarship

The following categories of students can count on social benefits:

  1. Students from poor families.
  2. Students without parents.
  3. Students who received a dose of radiation as a result of accidents.
  4. Disabled people of groups I and II, disabled children.
  5. Students who have completed military service under a contract in the Armed Forces of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, the Federal Security Service of the Russian Federation for a period of at least three years.

The minimum scholarship is 2017 - 2010 rubles. per month.
