2. Representatives of the Minister of Defense of the Russian Federation exercising the powers of the employer on behalf of the Russian Federation (hereinafter referred to as representatives of the employer), from August 1, 2006:

a) provide federal state civil servants of the central apparatus of the Ministry of Defense of the Russian Federation appointed to positions in the federal state civil service provided for by the Register of positions in the federal state civil service, approved by Decree of the President of the Russian Federation of December 31, 2005 N 1574 (hereinafter referred to as federal state civil employees):

monthly salaries of federal state civil servants in accordance with the positions they fill in the federal state civil service (hereinafter referred to as official salaries) and monthly monetary incentives in accordance with Appendix No. 1 to Decree of the President of the Russian Federation of July 25, 2006 No. 763. For persons filling public positions of the federal civil service and reassigned with their consent in accordance with paragraph 12 of Decree of the President of the Russian Federation of December 31, 2005 N 1574 to positions of the federal public civil service with lower official salaries in the central apparatus of the Ministry of Defense of the Russian Federation, ensure the preservation of official salaries established by him on August 1, 2006, for the duration of their work in a new position within the duly approved wage fund of subordinate military command and control bodies and structural units assigned to the central apparatus of the Ministry of Defense of the Russian Federation (hereinafter referred to as subordinate military command and control bodies ), as well as payment to them of the retained official salaries pending their right to receive a larger official salary as a result of its increase (indexation) in the prescribed manner or their appointment to a position in the federal state civil service with a higher official salary;

calculation of monthly monetary incentives based on official salaries without taking into account their increases (raises) in accordance with acts of the President of the Russian Federation and the Government of the Russian Federation, issued in relation to certain categories of federal civil servants (persons holding government positions in the federal civil service);

inclusion in the length of service of the state civil service of the Russian Federation, giving the right to establish a monthly bonus to the official salary for length of service in the civil service, periods of work (service) established by Decree of the President of the Russian Federation of September 3, 1997 N 982, taking into account the Instructions on the procedure application in the central apparatus of the Ministry of Defense of the Russian Federation of certain norms of the Decree of the President of the Russian Federation of September 3, 1997 N 982 and the resolution of the Ministry of Labor and Social Development of the Russian Federation of October 14, 1997 N 54 *;

b) perform as a federal civil servant:

a one-time payment upon provision of annual paid leave in the amount of two monthly salaries;

other payments provided for by the relevant federal laws and other regulatory legal acts of the Russian Federation;

c) approve annually, in agreement with the Economics and Finance Service of the Ministry of Defense of the Russian Federation (Department of Labor and Wages of Civilian Personnel of the Ministry of Defense of the Russian Federation), the wage fund of federal civil servants of subordinate military command bodies (hereinafter referred to as the wage fund). When forming the wage fund, provide in addition to the amount of funds allocated for the payment of official salaries, the following funds for payment (per year):

salary for class rank - in the amount of four official salaries;

a monthly bonus to the official salary for length of service in the civil service - in the amount of three official salaries;

monthly bonus to the official salary for special conditions of the civil service - in the amount of fourteen official salaries;

a monthly percentage increase to the official salary for work with information constituting a state secret - in the amount of one and a half official salaries;

bonuses for completing particularly important and complex tasks - in the amount of two monthly salaries;

monthly monetary incentives - in the amount of 30 official salaries;

a one-time payment when providing annual paid leave and financial assistance - in the amount of three monthly salaries;

other payments provided for by federal laws and other regulatory legal acts of the Russian Federation - in amounts determined taking into account the amounts of other payments established by the relevant federal laws and other regulatory legal acts of the Russian Federation;

d) redistribute wage fund funds between the payments provided for in paragraphs one through eight of subparagraph “c” of this paragraph.

3. Deputy Ministers of Defense of the Russian Federation, heads of services of the Ministry of Defense of the Russian Federation, commanders-in-chief of the branches of the Armed Forces of the Russian Federation, commanders of the branches of the Armed Forces of the Russian Federation, heads of main and central departments of the Ministry of Defense of the Russian Federation, make changes in the staffing of military command bodies in accordance with the established procedure by inclusion in them of a note on the tariffication of positions of federal civil servants with the following content:

"60. Official salaries of federal civil servants are established in accordance with Order of the Minister of Defense of the Russian Federation dated September 2, 2006 N 360.”

4. The commanders-in-chief of the branches of the Armed Forces of the Russian Federation, the commanders of the branches of the Armed Forces of the Russian Federation, the heads of the main and central departments of the Ministry of Defense of the Russian Federation shall annually form a wage fund and ensure that records are kept of the use of the approved wage fund for the corresponding year.

payments to federal civil servants of the central apparatus of the Ministry of Defense of the Russian Federation of a monthly allowance for special conditions of civil service

1. A monthly allowance for special conditions of the civil service (hereinafter referred to as the allowance for special conditions) is established by federal civil servants in order to materially stimulate the work of the most qualified, competent, responsible and proactive federal civil servants.

2. The main criteria for establishing a premium for special conditions are:

performance of official duties by federal civil servants in accordance with official regulations in conditions different from normal, and subject to compliance with the requirements for official conduct of a federal civil servant;

involvement of federal civil servants in the performance of unforeseen, especially important and responsible work;

competence of federal civil servants in making management decisions;

the presence of federal civil servants with state awards, academic degrees and academic titles, and other insignia received for personal contribution and achievements in work.

Representatives of the employer, taking into account the tasks performed by subordinate bodies of military command, at the request of their leaders, have the right to determine other criteria for establishing an allowance for special conditions.

3. For the payment of bonuses to federal civil servants for special conditions when approving the wage fund for the corresponding year, funds are provided in the amount of fourteen official salaries for all positions of federal civil servants provided for by the staff of military command bodies.

4. The specific amount of the allowance for special conditions for each federal state civil servant is established by order of the employer’s representative at the request (report) of the head of the military command authority for a year or for a certain period (month, quarter).

The petition (report) of the head of the military command body must indicate the grounds (criteria) for establishing an allowance for special conditions for a federal civil servant and the period for its payment.

5. When determining the amount of the bonus for special conditions, it should be taken into account that the total amount of bonuses paid during the year cannot exceed the amount of funds approved for these purposes in the annual wage fund for all positions of federal civil servants.

In cases where in the approved annual wage fund the funds for the payment of bonuses for special conditions in the amount of fourteen official salaries are not enough to establish the specified bonuses for a federal civil servant, the employer’s representative has the right to decide on the redistribution of wage fund funds between additional payments in accordance with subparagraph “d” of paragraph 2 of this order.

6. Upon the recommendation of the head of the military control body, a federal civil servant may have the previously established amount of the allowance for special conditions reduced or its payment terminated before the expiration of the period specified by order in the event of his violation of service discipline, as well as in the absence of funds for these purposes.

The basis for reducing the amount or stopping the payment of an allowance to a federal civil servant for special conditions is an order from the employer’s representative indicating the reasons.

7. The allowance for special conditions is paid simultaneously with the salary for the past period.

8. The heads of military command and control bodies and financial authorities organize and maintain records of the use of funds provided in the wage fund for the payment of bonuses for special conditions.

payment of bonuses to federal civil servants of the central apparatus of the Ministry of Defense of the Russian Federation for the performance of particularly important and complex tasks

1. Payment of bonuses to federal state civil servants for the performance of particularly important and complex tasks (hereinafter referred to as bonuses) is made in order to strengthen their material interest in improving the quality of task performance and the implementation of functions assigned to the relevant military command and control body, responsibility for the implementation of the assigned task and is an assessment of the level of competence of federal civil servants in preparing management decisions during the performance of particularly important and complex tasks.

The decision to classify tasks performed by federal government civil servants as particularly important and complex is made by the employer’s representative at the request of the head of the relevant military command authority.

2. For the payment of bonuses to federal state civil servants when forming and approving the wage fund for the corresponding year, funds are provided in the amount of two monthly salaries for all positions of federal state civil servants provided for by the staff of the military command authority.

The amount of the bonus paid to a federal civil servant is determined based on the results of performing particularly important and complex tasks and is not limited to maximum amounts, however, the total amount of bonuses paid during the year to all federal civil servants should not exceed the amount of funds calculated in the established manner for their payment.

3. The specific amount of the bonus (in rubles) is established for the federal state civil servant by order of the employer’s representative at the request (report) of the head of the military command authority.

4. By decision of the employer’s representative, in addition to the funds provided for the payment of bonuses in the wage fund of the military command body, additional funds may be allocated for the payment of bonuses to federal civil servants in accordance with subparagraph “d” of paragraph 2 of this order.

5. The heads of military command and control bodies and financial authorities organize and maintain records of the use of funds provided in the wage fund for the payment of bonuses to federal civil servants.

1. These Regulations determine the procedure for paying federal civil servants financial assistance from the wage fund.

2. Federal state civil servants, on the basis of their application, at the request of the head of the military command body, by decision of the employer’s representative, may be paid financial assistance in the event of:

difficult financial situation of a federal civil servant due to loss or damage to property as a result of a fire or other natural disaster;

at the birth of a child;

death of close relatives of a federal civil servant;

other exceptional cases.

3. The decision to pay a federal civil servant financial assistance is formalized by order of the representative of the employer, indicating the reasons that served as the basis for its payment and the amount of financial assistance.

4. The amount of financial assistance paid to a federal civil servant is not limited by the maximum amount.

At the same time, the total amount of financial assistance paid to all federal civil servants during the year cannot exceed the amount of funds provided for in the wage fund for the corresponding year, in the amount of three monthly salaries for all positions of federal civil servants provided for by the state military command body, minus the lump sum payments made to federal civil servants when providing annual paid leave.

5. By decision of the employer’s representative, in addition to the funds provided in the wage fund of the military command body for the payment of a lump sum payment when providing annual paid leave and financial assistance, additional funds may be allocated for the payment of financial assistance to federal state civil servants in accordance with subparagraph “d” paragraph 2 of this order.

6. The heads of military command and control bodies and financial authorities organize and maintain records of the use of funds provided in the wage fund for the payment of material assistance to federal state civil servants from the wage fund.
