Sergei Viktorovich Chemezov was born in the Irkutsk region. Currently, the politician holds the position of member of the Bureau of the Supreme Council under Vladimir Vladimirovich Putin's United Russia party. Becoming an economist

The biography of Sergei Chemezov began in the small town of Cheremkhovo, where the future politician graduated from high school, but having become a significant figure in the Russian Federation, he chose to hide information about his parents and family, without focusing on their nationality. Entered Baikal State University, majoring in Economics. Since 1980, Sergei Viktorovich began to build a career in the Luch industrial association. Then he was transferred to Germany, representing the interests of the company from 1983 to 1988.

Life in a new country in the city of Dresden, where USSR citizens were sent under the KGB residency, contributed to the establishment of ties with the Russians. It was then that Chemezov met. A strong friendship began between a KGB intelligence officer and an engineer living in the same house. Returning to the territory of the USSR, Sergei Viktorovich Chemezov, whose biography is of interest to the public, and information about his parents and nationality is not advertised, continued his career in the industrial sector.

Becoming a deputy

From 1988 to 1996, Chemezov served as deputy general director of the Sovintersport corporation, engaged in foreign trade. When friend Putin decided to start a political career, he invited Sergei Viktorovich to Moscow, where he took up the post of head of the department of foreign economic relations. Under the Administration of the President of the Russian Federation, Chemezov took the position of head of the Department for Foreign Economic Relations of Russia.

In parallel with this, from the fall of 1999 to November of the next millennium, he acted as general director of the Federal State Unitary Enterprise. The large State Company Promexport needed a strong leader to increase economic performance. Having successfully completed the assigned tasks, the politician returned to the Presidential Administration, becoming a member of the Commission on Military-Technical Cooperation with other countries of the world.

Then Sergei Viktorovich Chemezov, whose biography and nationality began to be actively discussed by the public, tried to block access to information about his family and parents. As a public figure, he tried to protect his loved ones from attacks by the media.

From November 2000 to spring 2004, Sergei Viktorovich served as Deputy General Director, helping to stabilize the economic performance of the Rosoboronexport enterprise. For the next 3 years he acted as the general director of an intermediary company for export and import.

Since November 2007, he was removed from office by Putin's decree. Then he is appointed to the post of General Director of the Rostec State Corporation. The company is engaged in promoting industries that develop and produce high-tech products for export.

Sergei Viktorovich's political career took off in December 2006, when the United Russia deputy was elected to the Bureau of the Party's Supreme Council. In May 2012, Chemezov was re-elected to his previously held position. Fulfilling the responsibilities assigned to him by his fellow party members, Sergei Viktorovich also became the coordinator of the “IT Breakthrough” project, the goal of which is to support beginning specialists in the field of innovation in the field of computer technology. Other duties of the politician include the restoration of state-owned enterprises, where he is appointed as a member of the board of directors.

In 2014, Sergei Chemezov, whose biography was carefully studied by the West, and information about his nationality and parents was included in a personal file opened by US intelligence, was included in the list of persons subject to sanctions from countries that do not approve of the Russian Federation’s policy in relations with Ukraine and Crimea.

Family values

Engineer Sergei met his first wife during his student years. The second wife of the politician was Ekaterina Ignatova, who owns a leading stake in the Kate LLC automobile plant, which produces parts for cars that are exported to different countries of the world and are used to manufacture cars in the Russian Federation.

Being a full-fledged owner of large enterprises, and actively buying shares from leading companies in the Russian Federation, Ekaterina quickly increased her level of earnings, which became higher than that of her husband.

Son Stanislav Sergeevich, born in 1973, began his career at the Russian gas company Itera. Currently, he is the owner of a 30% stake in the Medpharmtechnology company, which supplies equipment and medicines to the country's leading pharmacies at the expense of the state budget. He also holds positions on the board of directors of major holdings and manages a hotel business chain in the Southern District of the Russian Federation.

The daughter from Ekaterina’s first marriage, known by the initials of Anastasia Ignatova, is a graduate of MGIMO with a degree in political theory, who defended her dissertation and began her scientific career.

For a long time, Chemezov’s stepdaughter tried to show her talents in the field of pharmaceuticals and medicine, but several of her enterprises were closed due to violations in business organization. Currently, Anastasia Ignatova acts as the founder of a company producing pharmaceutical substances.

The current head of the state corporation Rostec Sergey Chemezov has graced our world since August 20, 1952; He was born in the city of Cheremkhovo, Irkutsk region. His appearance is characteristic of those regions - with a distinct admixture of Turkic blood. The school years of the future industrialist were not reflected in any of the biographies of Sergei Viktorovich; enemy voices rightly state that “information about his life path is scanty, the official chronicle is corroded by chronological gaps.”

Valuable frame

We know that at the age of 22, Chemezov graduated with honors from the Irkutsk Institute of National Economy and went to work at the secretive Irkutsk Research Institute of Rare and Non-Ferrous Metals. The salary there was higher than in institutes of, say, ferrous metallurgy, since the research institute was closely connected with the nuclear industry. But the secrecy regime could also cause certain inconveniences. Although in those days they didn’t really think about business trips abroad in Irkutsk - access to a limited piece of pork in a special distribution center was considered a luxury.

Chemezov most likely had this luxury. When exactly the engineer threw in his lot with the KGB, when he completed his first task, how dirty it was - only he himself and the archives of the Federal Security Service know. Sergei Viktorovich was not listed as a personnel special officer who officially controlled the situation at the enterprise; I would like to hope that his initial steps towards service in the secret ranks were not denunciations against his fellow servicemen.

In 1980, valuable personnel moved to Podolsk, near Moscow, to the Luch experimental industrial association. Nuclear materials and experiments with laser installations, apparently, were of little interest to the new employee - he walked up the administrative ladder. Already in 1983, we find Sergei Chemezov in the GDR (hello, secrecy regime), where the 31-year-old specialist headed the local representative office of Lucha. It is clear that without the direct approval of the intelligence services and, moreover, cooperation with them, not a single nuclear scientist could leave the Union, especially for such a long period.

If the young nominee thought that luck had smiled on him, he was not mistaken. Only this luck did not lie in the very fact of a long business trip under the roof of “Luch” in an almost Western country, but in an inconspicuous, taciturn housemate who held the position of director of the Dresden House of Friendship of the USSR - GDR. Chemezov's peers and Putin became friends - and this friendship is already in its 35th year.

How much valuable information the colleagues from “Luch” and the House of Friendship managed to dig up in the GDR is a mystery, but they failed to save the system to which they swore allegiance.

In 1988, for some reason, Chemezov was transferred from Luch to Sovintersport, to the post of deputy general director. Sergei Viktorovich worked in this foreign trade organization right up to 1996, having survived congresses of dumbfounded deputies, the State Emergency Committee, the collapse of the USSR, voucher privatization, loans-for-shares auctions and the first Chechen war. It seemed that he would remain a prosperous half-official, half-businessman with salaries at his place of work and in the FSB...

Everything changed dramatically in 1996.

Following a Dresden friend

Elections took place in the summer. Very loud – presidential ones, where Boris Yeltsin apparently lost Gennady Zyuganov, which both chose to remain silent about. And somewhat less resonant - the gubernatorial ones in St. Petersburg, where the townspeople were mortally tired of the esthete Anatoly Sobchak replaced by his deputy Vladimir Yakovlev(not without the active assistance of Yeltsin’s team). Sobchak’s right-hand man and the de facto head of his campaign headquarters, Vladimir Putin, was left without a job, but not for long - the capable performer was invited to Moscow for the post of deputy presidential manager. Apparently, Yeltsin’s entourage appreciated the talent of their opponent, who almost pulled Sobchak to a new gubernatorial term, despite the powerful opposition of the federal media.

Putin invited his Dresden neighbor Chemezov to the post of head of the foreign economic relations department in the presidential administration. Instead of sports, in which Russia could then only export athletes (and thousands of athletes of various levels took advantage of this), Chemezov got into his hands the foreign economic relations of one of the most influential departments in Russia, which had a virtually unlimited budget.

The next step in Chemezov’s career also surprisingly coincided with the rise of Putin - the Irkutsk security officer is in principle incapable of independent work and initiative. In 1999, when friend Vladimir became prime minister of the country, friend Sergei headed the FSUE Promexport, whose task was to sell unnecessary army assets abroad. Before Serdyukova With Vasilyeva More than ten years remained when the general outline of their work scheme was tested. Promexport acted as a competitor to another major exporter, Rosvooruzhenie. The former sold decommissioned property, the latter sold military products, but who determines the line between an old, necessary helicopter and an old, unnecessary helicopter? A military engineer might try to explain the technical difference to you, but any administrator will answer this question clearly: the difference is determined by a friend of the Prime Minister (I recall a memorable statement Hermann Goering“Who is a Jew here, I decide!”).

As a result of Chemezov’s appointment, Russia found itself in a comical situation: Promexport, controlled by Putin’s people, and still Yeltsin’s Rosvooruzheniye, offered – at least to India and Colombia – the same product at different prices! First, Rosvooruzheniye negotiated a contract for the supply of military equipment, and then Promexport came and offered to supply decommissioned (but the same) military equipment for significantly less money. Of course, the activities of the new Federal State Unitary Enterprise had nothing to do with concern for the welfare of the state - its task was to squeeze out the arms export market in favor of its people.

Disgrace and revenge

This operation ended in success when Putin became president and resolved the first, most pressing issues. The warring organizations merged into a single one - Rosoboronexport. True, here Chemezov received a slap on the nose - he was appointed only first deputy, and his own former deputy, a 33-year-old boy, became the general director of the new super organization Andrey Belyaninov. By a strange coincidence, Belyaninov once served in the Soviet embassy in the GDR. Putin does not abandon his own: in 2016, when Belyaninov, who worked for 10 years as the head of the Customs Service, was found to have property that was completely inadequate for his salary, the president expressed indignation that this story was in the media, and soon offered his disgraced friend a new position.

The reasons for Chemezov’s temporary “disgrace” are still unclear, but he himself immediately put his former deputy in his place, refusing to move from the Promexport office to the Rosoboronexport building. So, they say, the general director went to see his deputy from Gogolevsky Boulevard to Stromynka. Their paths diverged in 2004, after the next presidential election. Chemezov finally headed Rosoboronexport (and in 2007 achieved a monopoly on arms exports), and Belyaninov headed the Federal Defense Procurement Service.

In 2006, the apolitical Chemezov - hardly at his request - was shoved into the Bureau of the Supreme Council of United Russia. His real opinion about the situation in the country and the quality of work of the ruling party was voiced, for example, in September 2007, in the eighth year of continuous growth of all macroeconomic indicators: “ The statements of some responsible persons about the high growth rates of the domestic economy raise serious doubts... We are ahead of the rest only in the extraction and sale of our raw materials" Russian President Vladimir Putin, in particular, spoke about “high rates”.

“If you criticize, suggest!” Just two months later, the last turn in Chemezov’s fate took place: on November 26, 2007, Vladimir Putin appointed his favorite head of Russian Technologies, a corporation that was ordered to unite under its roof literally everything that could still produce something in Russia - with a focus, of course, on the defense industry. In 2009, Russian Technologies united 437 enterprises; in 2017, there were already more than 700. The holding, according to Sergei Chemezov, is one of the ten largest in the world in terms of revenue (but, unfortunately, not in profit).

Secret Russian Technologies

Chemezov’s activities at Russian Technologies give rise to conflicting assessments. They like to remember the promises made at the start of work in this corporation, say: “ from 2008 to 2012, more than 430 Il-96, Tu-204, Sukhoi Superjet, Tu-334, An-148 aircraft will be produced in Russia" 430? No, 64, and not a single Tu-334. But on the other hand, it is unlikely that the Doctor of Economic Sciences from the Irkutsk Institute of National Economy foresaw how powerfully the 2008 crisis, which was already emerging at that time, would sweep across the country. All that Russian Technologies could do was save dying enterprises, taking them under state guardianship, and writing multimillion-dollar bonuses to new managers.

The corporation also failed to produce the S-500 air and space defense systems. The concept of this development was ready at NPO Almaz-Antey under the leadership Igor Ashurbeyli back to 2011, but instead of tests in 2013 and delivery of the first samples to the troops in 2014, we see... We see nothing. Currently Deputy Minister of Defense of Russia Yuri Borisov indicates that the first copy will be ready in 2020.

And so - in many areas that require not only stamping on the assembly line, but also development work. But Russia is still successfully selling abroad the S-300 systems, which were put into service back in 1975: Chemezov, as we remember, is not the first to push old stuff over the hill at low prices.

At the same time, Federal Law No. 270 “On the State Corporation “Russian Technologies”” dated November 23, 2007. Implies, among other things, the absolute uncontrollability and unaccountability of the new organization to anyone other than the President of Russia. Even annual reports were first forbidden to be published, and then allowed, but with the removal of places containing state (which is logical) and commercial (which is strange) secrets. The fact is that annual reports, in principle, do not include elements of trade secrets; the genre does not even suggest this. But in the case of Rostec, everything is secret: we know about the financial success of the corporation almost exclusively from the words of its leaders.

Moreover, the state corporation Rostec is only partly state-owned: according to the law, Rostec and the Russian Federation are not responsible for each other’s obligations. For Rostec, it is important that its property abroad is not seized in claims against Russia (say, in the case of YUKOS shareholders), but the state’s refusal to participate in the affairs of a corporation it owns looks strange. If something happens, all of us will still have to pay off the debts of Chemezov’s department.

On the other hand, military products are the basis of Russia’s non-resource exports; the demand for them is consistently high in conditions of very fierce competition, and the merit of the management of Rostekhnologii in this is undoubted. The only question is whether this export is not too expensive for us, given the constant cash injections from the budget into Rostec enterprises - however, this information also passes through secret budget items.

Cavalier under sanctions

At the end of April 2014, Sergei Chemezov was included in the US sanctions list - this was inevitable, given the type of activity of the corporation. At the same time, he himself is exactly the same “Putin hawk” as, for example, Mikhail Khodorkovsky. “I'm not too worried about sanctions. If I regret anything, it’s traveling to Europe, which I really love. I used to spend holidays there with my family. For ten years in a row, we rented a house in Spain, we even thought about buying it out,” he courageously told TASS already in 2017, when loving Europe became completely unfashionable. It is difficult to find aggressive statements in the style of Putin, Lavrov and Rogozin, and one gets the feeling that he (like almost the entire elite) does not believe in the effectiveness of his patron’s entire anti-Western policy.

He also denies plans to make him prime minister after the presidential elections: “Don’t believe it, it’s all gossip.” Indeed, it is one thing to be on the indecisive Council of the “party that is responsible for everything,” and another thing to be constantly visible and actually responsible for everything that happens.

As compensation for the inconvenience, Chemezov was made a full holder of the Order of Merit for the Fatherland, the 38th in a row and the last at the time of publication of this material. However, this is a dubious reason for pride: almost half of the list of complete gentlemen is occupied, excuse me, by pop and screen stars ( Leshchenko, Tabakov, Armored, Khazanov...), while Sergei Viktorovich, on the contrary, prefers to remain in the shadows.

Great family man

But this shadow has reasonable limits. It is a credit to the head of Rostec, for example, that he does not hide his family, as many officials and top managers do. On the contrary, if he has to give an interview, he is more willing to talk about his family than about his work. And all these relatives are not silent characters from PR photographs, but public people, their places of work are known, you can see them, you can talk to them and, if you’re lucky, even interview them.

Sergei Chemezov is married for the second time to a businesswoman Ekaterina Ignatova, which, for example, once undertook to manufacture automatic transmissions for AvtoVAZ, received more than 300 million rubles. to launch production, after which no one heard about the project. Also, companies associated with Ignatova collaborated with Rostec, which Chemezov himself does not see anything terrible about.

Eldest son Stanislav, born while his father was studying at the institute, worked with Ignatova at Itera, and appeared in a lot of companies associated with government contracts. In addition, he found himself in bad company - he worked closely with the so-called inventor Victor Petrik, which made all scientists laugh with its “innovative” filters.

The second son Alexander is a doctor by profession, very little is known about him. Besides the fact that, of course, he doesn’t bother with sick people, but with their pockets - he is engaged in the insurance business.

Chemezov's stepdaughter Anastasia Ignatova almost became a top model - she had the honor of appearing in the Pirelli calendar with Nicole Kidman, Wash Thurman, Helen Mirren and other stars. Of course, her stepfather’s money has absolutely nothing to do with it - “my Nastya is just the most beautiful there,” explained Sergei Viktorovich. The girl, as you might guess, in addition to her spectacular (which is debatable) appearance, has business talents, which she implements in the pharmaceutical field (by the way, Rostec has recently been actively interested in this area). Tellingly, she started her business activities on shares with Mikhail Prokhorov and collaborated with him during the period when he competed in the presidential elections with Vladimir Putin.

Chemezov's youngest son, Sergey Sergeevich, is still going to school. I took part in the Russian aquabike championship, and now I'm interested in boxing.

Living beautifully is not forbidden

What is the outcome other than a strong family of gifted businessmen? Over the last five years, 2012–2016, Chemezov, according to declarations, earned more than 620 million rubles; 2016 was a particularly successful year with an income of 212.2 million rubles. For comparison, Sergei Viktorovich’s neighbor in Dresden (and the de facto boss of the head of Rostec) Vladimir Putin earned about 35 million over the same five years and 8.9 million in 2016. A clear illustration of the saying “Don’t have a hundred rubles, but have a hundred friends.”

But Chemezov’s income is nothing compared to the income of his wife Ekaterina Ignatova. In five years, she earned more than 4.3 billion rubles, and half of this amount was in the crisis year of 2014: to whom is war, to whom mother is dear. The property declaration of the spouses would take several pages here; Sergei Viktorovich has 14 vehicles alone, and his wife has 3 more. Several houses and apartments, a lot of land plots and non-residential buildings - well, according to the law, managers of state corporations, unlike officials, can afford a legal, beautiful life. Unfortunately, the Chemezov family objects to the general population knowing about this life - in August 2014, near the village of Akulinino, where the modest houses of the family of the head of Rostec and a number of other top managers of state-owned companies are located, an attack was carried out on a picnic of activists. trying to photograph the luxurious mansions of their comrades who, whatever one may say, live at public expense.

It is difficult to assess both the figure and career of Sergei Chemezov. He is a responsible and modest person, he could become a good engineer or an executive special officer, live with his first and only wife, force his children to study physics so that they would not believe in magic filters... Fate, however, decreed otherwise, and he would simply step aside, as he did , for example, former Minister of Defense Sergey Ivanov, his namesake cannot. He took on too much responsibility. too many interesting things happened at seven hundred Rostec enterprises during his work. The head of the state corporation is shackled by the same chain as the favorite of the 2018 presidential elections and understands perfectly well that neither the key to the lock nor the saw for the links will ever be produced at any of these enterprises.
