In order to improve the quality of goods and materials entering production, incoming control is applied.

This process has special nuances and is accompanied by the execution of the relevant documentation. Checking the quality and reliability of products is essential to get a good result with improved performance.

The need for incoming control

As soon as products, materials or raw materials are admitted by the technical control service, the company's specialists must prepare an act, which is a confirmation of their compliance with the quality and declared standards.

At the same time, receiving employees check not only the materials and products themselves, but also the accompanying documents. This procedure is called incoming inspection and is an important process of checking the quality of goods entering the company.

There are 3 types of incoming control:

  • continuous (the entire batch of materials is checked);
  • selective (partial inspection of a part of the goods);
  • statistical (carried out with the aim of preventing the appearance of defects or missing an incomplete set of materials).

After the end of the technical process, the specialist must fill out a special incoming inspection log, which records information about the product itself and its quality.

The materials that pass the test are subsequently used for operation, during repair and construction work, or in the manufacture of a new product. The reliability of the final result and its durability depend on their strength.

Registration of the act of incoming control

Based on the results of the quality check carried out by specialists, an appropriate protocol or act must be drawn up. Information from the document must correspond to the technical and accompanying papers for the product.

If the product or materials do not comply with the requirements established by law or company rules, the employee draws up an act for incomplete delivery or marriage.

The document contains the following data:

  • information about the product itself, material, product;
  • information about the supplier (name of the organization);
  • check results;
  • date and place of control;
  • other information about the method of verification and the persons who carried it out.

In the absence of any problems with the quality of the goods, it is transferred to the production department. If there is a defect or an incomplete set, this product should be removed from the technical process.

After a thorough study of the importance of the problem identified, other measures can be taken for low-quality materials:

  • isolation;
  • return to supplier;
  • examination;
  • identification;
  • disposal;
  • correction of deficiencies;
  • elimination of actual and potential inconsistencies with established requirements.

The act (protocol) of the incoming control is drawn up by the person who carried out the relevant check (this can be the recipient of the goods himself, the consumer with the supplier, a special expert group of company employees or a third party - an independent appraiser-specialist).

Usually, from the moment of signing this document, the warranty period set by the seller or supplier begins.

Registration of the log of incoming control


The document responsible for verifying the fact of receipt of materials of a certain quality at the company's warehouse or construction site is called an incoming inspection log.

Each product provided by the supplier must meet the requirements of GOST and the criteria of the company itself that ordered this product. This journal is considered one of the types of company reporting, therefore, its maintenance is mandatory (especially for construction organizations).

The document must include the following information:

  • name and exact quantity of products or materials provided by the supplier;
  • number of all consignment notes;
  • information about the supplier;
  • data of accompanying documents;
  • delivery date;
  • information about defects, deviations from GOST;
  • data of the person who carried out the check and his signature;
  • notes (if necessary).

A typical magazine should also contain the name and address of the organization that is engaged in its design. If we are talking about a construction company, it is necessary to indicate the name of a specific construction object.

An important role in construction is played by the incoming inspection of the equipment being installed. Incoming inspection is the study of the qualitative characteristics of the goods received by the customer for its further use. The survey results are displayed in the report.

The document is drawn up and approved within 3 days after the inspection of the arrived products. The act is signed by all members of the commission. The essence of the survey is to identify information about the condition of the goods and compare them with the parameters of regulatory documents. Based on the results of the survey, a conclusion is written on the conformity of the products to the standards and the data are entered into the accounting log. In the accompanying documents, the results of the survey are noted and the marking is performed. If the product meets the required parameters, it is sent to production. The defective product is returned to the supplier.

What is the entrance control for?

For what purposes is the entrance survey used? This activity is performed to check the quality of the supplied goods, which are intended for further operation in a particular production. When the equipment or materials arrive at the enterprise, the external condition of the received products is inspected, the compliance of the technical characteristics with the project documents is checked and an appropriate protocol is drawn up. On the basis of such an accompanying protocol, the equipment is accepted and put into operation. The information displayed in the act is recorded in the journal, which must be present at each construction site. The log displays the name and number of items arrived at the construction site.

The entrance survey can be:

  1. Solid check is performed upon arrival of piece products.
  2. Selective control is carried out when some elements from a batch of goods are checked and the results are summed up on the state of the entire batch. Verification by this method is carried out only when the batch is fully completed.
  3. Continuous monitoring provides verification of the received goods in the sequence in which they were produced. The survey is carried out on the basis of an agreed schedule between the supplier and the recipient.

Who draws up the act of incoming control

The following persons are entitled to carry out the examination at the entrance:

  • The recipient of the goods, when making their own decision.
  • The recipient as agreed with the sender.
  • Third independent representative to be engaged by the recipient.
  • Performance Certification Institution (Standardization Laboratory, Expert Enterprise)

The act can be drawn up by specialists of the receiving party - an engineer, a foreman or a head of a department. To prevent bias towards the completed act, a special commission is created, consisting of two or more representatives.

Incoming equipment needs to be inspected and tested. After the passed examination, an act is filled in, displaying the conformity of the goods to the requirements and signed by all members of the commission.

If the goods are found to be defective, this is recorded in the act, and a claim is sent to the supplier with the accompanying documents attached. Further actions are carried out in accordance with the contract for the supply of goods between the supplier and the recipient or existing legislation.

Rules for drawing up an act of incoming control

There is no standard form for drawing up an act. The document is filled in free form or on the basis of a sample developed by the institution. The act is drawn up, usually on an A4 sheet of paper. Before the start of the control, a set of accompanying documents is checked. If some of these documents are missing, then the commission has the right to postpone the entrance examination.

Mandatory data required to fill out the act:

  • The fact of performing the survey.
  • Date and place of implementation.
  • Survey results.
  • Complete information about the controlled products.

The document is created in one copy.

The information displayed in the acts must be recorded in the journal, which displays the following:

  • Document number

If a defect is detected, it is required to display each defective element in the act. Defective goods are sent to the supplier with accompanying documents attached. Such documents may include:

  • List of party staffing.
  • Packing form.

Instructions for writing an act of incoming control

The main standards that must be followed when drawing up an act is GOST 24297-87 "Incoming control of products", which displays instructions for organizing the survey and displaying the results of the inspection. Articles 704, 713 and 745 of the Civil Code of the Russian Federation regulate that in construction it is allowed to use materials from both the customer and the contractor.

The purpose of the entrance survey is as follows:

  • Check the conformity of quality parameters and complete set of equipment and materials supplied by the sender. Compliance of parameters - constructive and normative-technical documentation.
  • Reduce costs by eliminating marriage.
  • Check the conditions for the safety of the goods.
  • Collect and organize information about the materials used.

The control is carried out in two stages.:

  • Carrying out an external examination.

Examination procedure:

  1. First, a plan for the inspection is developed (the method and sequence of inspection, verification of the characteristics of the goods, etc.) is displayed.
