1. General Provisions

1.1. The rating system for assessing students' competencies (hereinafter referred to as the system) is an integral assessment of the results of their educational activities in the semester for each academic discipline, for which the educational program documentation establishes the form of current certification - an exam (differentiated credit).

1.2. The system operates in BSPU at all faculties for full-time students in order to stimulate and intensify the current work of students, increase the objectivity of assessing their competencies, and ensure clear operational control over the progress of the educational process.

1.3. The system allows:

Develop students’ independence and responsibility, the ability to manage their academic work and predict its results;

Stimulate the educational and cognitive activity of students through step-by-step assessment of various types of work to improve the quality of learning the material;

Motivate students to constantly work systematically in the process of mastering the curriculum throughout the semester;

To increase the objectivity of the final grade, increasing its dependence on the results of students’ ongoing work during the semester.

2.1. The system involves constant monitoring of students’ knowledge, skills and abilities, which is carried out by the teacher during classes and based on the results of their independent work after studying a separate topic (section, module) of the curriculum in the academic discipline (hereinafter referred to as ongoing monitoring) with mandatory marking. Control can be carried out in the form of written work, essays, tests, practical assignments, projects, portfolios, etc.

2.2. The forms of ongoing control and the number of verification activities (usually three times a semester) are determined by the department before the start of the semester, based on the specifics of the academic discipline, its volume and content, are recorded in the relevant curriculum and are brought to the attention of students at the first lesson in the academic discipline.

2.3. The department provides all the necessary materials for conducting control activities (questions, tests, tasks, etc.), which are approved by the head of the department before the start of the semester and are reflected in the curriculum for the academic discipline.

2.4. Accounting for students' attendance at classes and progress during ongoing monitoring is carried out by the teacher. The results of the current control are reflected by the teacher in the rating sheet (Appendix 1) and communicated to students after assessing the relevant competencies based on the results of the control event.

2.5. A student can work on missed routine control activities during the semester no more than once each. For an unworked event, the student is given a mark of 1 (one) point in the rating sheet.

The date and time of testing are determined by the head of the department at the suggestion of the teacher who conducted the control event. The head of the department approves the schedule for practicing control activities of current control in the semester (Appendix 2).

2.6. The results of control activities are assessed by marks on a ten-point scale in accordance with the criteria for assessing the knowledge and competencies of students developed by the Ministry of Education of the Republic of Belarus.

2.7. The performance score based on the results of the current control (Appendix 1, column D) is calculated as the arithmetic mean of the marks (A avg.) received by the student at control events while studying the academic discipline, and is rounded to the nearest whole number.

Example 1.

The discipline's curriculum provides for 6 control events. The student is certified according to them with marks of 9, 9, 9, 8, 5, 5.

And avg.= 9+9+9+8+5+5 = 7,5

The mark for current control is 8.

Example 2.

The discipline's curriculum provides for 3 control events. The student is certified according to them with marks 2, 2, 3.

And avg.= 2+2+3 = 2,3

The mark for current control is 2.

2.8. If cheat sheets, facts of cheating, or the use of unauthorized technical means of communication are identified during the exam (differentiated test), the student is given a mark of 1 (one) point. The results are reflected in the rating sheet (Appendix 1, columns E, G).

2.9. If a student refuses to answer the exam (differentiated test), he is given a mark of 1 (one) point in the rating sheet (Appendix 1, columns E, G). The corresponding mark is given to the student in the test and examination record.

2.11. The final grade for the academic discipline (Appendix 1, column G) is calculated as the arithmetic mean of the academic grade based on the results of the current control and the exam grade (rounded to the nearest whole number).

By decision of the Faculty Council, a different procedure for calculating the final grade in an academic discipline may be determined.

1. General provisions

1.1. This instruction establishes uniform requirements for the formation, maintenance and storage of personal files of students studying at BSPU named after. M. Akmulla.

1.2. The instructions on the procedure for creating, maintaining and storing personal files of students (hereinafter referred to as the Instructions) were developed in accordance with the regulatory legal acts of the Russian Federation (Appendix 1) and local regulations of the BSPU named after. M. Akmulla.

1.3. The instructions are mandatory for use in all structural units of the BSPU responsible for the formation, maintenance and storage of students’ personal files.

1.4. The information contained in the student’s personal file is considered personal data and cannot be transferred to third parties except as required by law.

1.5. Responsibility for compliance with the requirements established by the Instruction rests with the heads of structural divisions.

2. Formation of personal files

2.1. The applicant's personal file is compiled by the admissions committee in accordance with the current admission rules and regulations on the admissions committee.


2.2. Responsibility for the formation and maintenance of personal files of applicants rests with the executive secretary of the admissions committee.

2.3 The admissions committee transfers the personal files of enrolled applicants according to the act to the dean’s offices of the faculties no later than 10 days before the start of the academic year.

At the time of transfer of the personal file, it must contain the following documents:

– personal statement;

– state-issued education document;

– examination sheet; (Unified State Examination certificate).

– results of entrance tests depending on their form: examination paper (oral or written answer sheet);

– 2nd copy of the receipt for the original document on education.

additional documents:

– contract for targeted reception;

– conclusion on the equivalence of the education document (for admission of foreign citizens);

– copies of documents confirming special rights upon admission to a higher educational institution, including for persons with disabilities (copies of birth certificates, death certificates of parents, court decisions on deprivation of parental rights, etc., decisions of authorities guardianship and trusteeship, copies of various certificates, certificates, diplomas of Olympiad winners, etc.) confirming the right to benefits.

2.4. When enrolling a student in the second or subsequent courses, the admissions committee creates a personal file, which, in addition to the documents provided for in clause 2.3, must contain:

– extract from the order;

– agreement for the provision of paid educational services;

– individual training schedule as needed.

2.5. When transferring a student who studied at another university to BSPU, the formation of a personal file is carried out by the dean of the faculty. In this case, the personal file must contain the following documents:

– application for transfer;

– extract from the enrollment order;

– academic certificate issued by the university where the student previously studied, issued in the prescribed manner;

– 4 photographs, size 3x4 (matte, with corner);

– results of certification tests;

– agreement for the provision of paid educational services;

- education document;

- record book.

2.6. Personal files of unenrolled applicants are kept by the admissions committee for 6 months and then destroyed in the prescribed manner.

The originals of unclaimed educational documents, after being removed from personal files, are transferred to the archives of the BSPU according to the inventory for storage for 50 years.

2.7. The original documents on the education of applicants enrolled in studies at the expense of the federal budget in full-time and part-time forms are transferred according to an act to the faculties of the BSPU.

2.8. Within a week after the decision is made to transfer from a paid basis of study to a free basis of study, the student must submit the original document on education to the admissions committee. The student is given a receipt confirming the acceptance of the original education document. The second copy of the receipt is sewn into the personal file.


3. Maintaining personal affairs during the training period

3.1. Responsibility for maintaining personal affairs rests with faculty secretaries.

3.2. The following is filed in the student’s personal file:

– internal inventory sheet (Appendix 3);

– extracts from orders for this student on enrollment, granting academic leave, incentives and penalties, change of name, completion of training in the main professional educational training program, indicating the degree of the diploma issued (with honors, without honors) and the qualification assigned, etc. for the entire period of study;

– sheet of extracts from orders (Appendix 2);

–– originals of personal statements, certificates and other documents for the entire period of study (upon receipt); Personal statements must have resolutions from the dean and the rector.

– copies of an academic transcript or diploma of incomplete higher education (if any);

– copies of additional agreements to agreements on payment of tuition fees for students on a paid basis;

– certification or re-test protocol for students in a shortened time.

3.3. When a student is transferred to another specialty (direction), the personal file and record book are transferred by the dean to the appropriate dean’s office within a week, and a new student ID is issued.

3.4. When a student is reinstated, the personal file created earlier continues to be maintained.

3.5. When expelling from the BSPU, the following are entered into the personal file:

– extract from the order of expulsion;

– student’s educational card;

– student ID and record book;

– a copy of the education document received at BSPU and its appendix (for those expelled due to the end of their studies);

– copy of academic transcript (if available);

– a copy of the education document submitted by the student at the time of enrollment at BSPU (if the original was kept in the file);

– bypass sheet;

– internal inventory of documents;

- certificate of certification.

3.6. The internal inventory of documents available in the personal file contains the following information: registration number of the personal file, names, serial numbers, dates of the case documents, number of occupied sheets. The sheets of the personal file and its internal inventory are numbered separately.

3.7. When adding copies of documents to your personal file, they are affixed with the certifying inscription “Copy is correct”, a signature, the position of the employee, the initials and surname of the employee, the date of signature, and the seal of the structural unit certifying the document.

3.8. In case of loss/damage to a personal file, a report on the loss/damage of a personal file is drawn up and a new personal file is created.

4. Storing personal files

4.1. During the period of admission and study, personal files are stored at the appropriate faculty. Only the employee responsible for maintaining and storing students’ personal files and the dean have access to personal files.

4.2. The right of access to the personal files of other officials may be granted on the basis of an internal memo with the resolution of the rector.

4.4. Personal files of students expelled from the BSPU are stored in the dean's offices for no more than five years after expulsion, and then submitted to the archives of the BSPU.


5. Preparing personal files for archiving

5.1. The sheets in the personal file are filed with four stitches in the left margin at the admissions office and then filed in chronological order at the faculty.

5.2. The sheets in the case are numbered in pencil in the upper right corner as documents are received in the case. Blank sheets that are not filled with text are not numbered, but are skipped.

5.3. Personal documents (certificate, diploma of secondary vocational education, etc.) are issued to the graduate against a receipt, which is filed in the personal file.

5.4. The cover of the personal file is decorated with blue or black ink. Felt pens, capillary pens and colored inks are not used. Stickers are not allowed.

5.5. The cover contains the following information:

– full name of the educational institution;

– name of the faculty and specialty/direction, form of study (full-time, part-time, part-time, part-time). When changing the form of training, the previous form is placed in brackets, the new form of training is added to the cover;

– last name, first name, patronymic (legible). When changing the surname, the old one is placed in brackets, the new one is written next to it;

– start date of completing the personal file (date of the enrollment order);

– date of completion of completing the personal file (date of the order for deduction).

5.6. Paper clips are removed from personal files.

5.7. After completing the completion of the personal file, a certification sheet is filed with the entry:
